The Oversight of Operational Permanent Control (2OPC) function oversees the “Permanent Control and operational Risk” management. I am in charge of the Oversight of Operational Permanent Control for BNP Paribas Wealth Management (Private Banking). The objective is to control the efficiency, quality and the relevance of the Permanent Control and Operational Risk framework.
The control plans and risk maps review covers the whole of bank entities (branches and subsidiaries*) but also all the Head Office Support Functions (Finance, Legal, Compliance, HR, Communication, IT)
The 2OPC function is integrated into the “Conformité” Function of the Wealth Management activity. This “Control of Controls” approach is a BNP Paribas Group global policy to increase the operational risk control. In order to pursue the following aims :
1.To be compliant with the 97.02 regulation of the Banque de France
2.The reduction of the economic capital allocated to the operational risk coverage.
The 2OPC function is structured around oversight missions in the entities and in the functions. Those missions are identified as a “overall mission” (entity framework review) or as a “thematic mission” (review of a Function control plan)
Following this approach, my main responsibilities are :
- Organisation and Guidance : structuring of the Wealth Management 2OPC function, representation of the business line at the Group level, running of the Internal Control Committees.
- Oversight of the methodological framework: set up of the oversight mission methodology.
- Member of the internal / external anti-fraud committee
- Validation and oversight of the regulatory reports (Permanent Control Reporting)
- Control of the standards application and review of the correct use of the Permanent Control and Operational Risk framework
- Alerting responsibility
