Marcelo Scaglione is a graduate of the ENA - National School of Administration (France) and the Faculty of Economics of the Buenos Aires University (Argentina).

Former senior official at the National Audit Office, Ministry of Economy and Finance (Argentina, 1989-1998), World Bank & Inter-American Development Bank senior consultant (Argentina & Venezuela, 1998-2002) and Deputy CEO of PlaNet Finance, along with Jacques Attali (France 2004-2007).

He leaded the “Mediterranean Northern Africa Action Plan”, per the President of the European Commission’s request, as Development Officer of the Council of Economic Cooperation (Southern Europe & Northern Africa, 2007-2008).

Mr. Scaglione has been successively Deputy CEO and Chairman of the Board of the “Initiatives et Développements Group”, one of Europe's leading marketing customer-loyalty sector, where he confronted the challenges arising from companies in constant growth.
Currently he is a strategic consultant on restructuring working with CEOs of “small & mid-caps” business. He is also a member of the Board of “Financités”, a capital-development fund chaired by Jacques Attali, which invests in young companies created in the unprivileged periphery neighborhoods of France.

Former Professor at the University of Buenos Aires (Argentina) and jury and lecturer in French High Schools – ENA, ESCP-EAP, CNAM – Mr. Scaglione is a member of the “Club XXI Siècle”, the “ENA Alumni Association” and the international forum “Young Mediterranean Leaders”.

• Growth. Relationship with Small & Mid-Caps investment funds and participation in European road-shows. Strategic and operational support in the Merger & Acquisition process: strategic market follow-up, risks and expected synergies analysis, due-diligences, restructuring and company integration within the Group.

Implementation of the “Mediterranean Action Plan", per the President of the European Commission’s request, intended to promote dialogue and business within the 9 countries of the region (France, Italy, Spain, Portugal – Egypt, Libya, Tunisia, Algeria, Morocco) focusing on 8 markets: energy, water, telecoms, infrastructures, real-estate, tourism, new-technologies and financial services.

• Advising. Setting-up the economic agenda of the Portuguese Presidency of the European Council. Organization of the bilateral economic summits agenda: France, Italy, Portugal and Spain. Sectorial reports for European Commission President: “Lisbon strategy follow-up”, “Southern Europe regional energy market”, "EU transport infrastructures" and "EU new competition policy".

• Public relations and lobbying. Establishment and follow-up of very high-level contacts from 200 largest companies and 9 Governments in the region. Under the patronage of the French, Italian, Portuguese, and Spanish governments, the CCE is frequently consulted by the European Commission President on companies’ competitiveness-related issues.

• Management. Reporting to President Jacques Attali and the CEO. Member of the Executive and Management Committees. Driving change in a situation of +25% annual growth: finances, human capital and international affiliates.

• Organization. Financial (P&L raising-up from 4 to 11 million € in 3 years), human capital (from 70 to 500 collaborators) and international network management (from 10 to 30 affiliates). Setting-up of reporting and control procedures and information system tools. International leading of a multicultural team.

• Project management. Development of relations with donors and project follow-up in Asia, Africa and Latin America. Operational support to the constitution of MicroCred, a 52 million € Equity Investment Fund on microfinance, and PlaNet Rating, the world leading rating agency of microfinance banks.

• The topic of my research memo was “Regional integration as a strategy for development in South America, the MERCOSUR experience” and it was conducted by Professor Francis Kern, Dean of the School of Economics and Management of the Louis Pasteur University of Strasbourg.

• Program on provincial state reform of the National Ministry of Interior (Argentina). Technical assistance and training on World Bank and IADB management and controlling procedures proposed to senior officials in charge of programs funded by international organizations (150 senior officials from 6 provincial states).

• Program on vulnerable group’s assistance of the National Ministry of Social Development and Health (Argentina). Program financial management (annual budget: 18 US$ millions and 200 social projects from 8 provincial states) and controlling the execution of the social projects in the field.

• Program on AIDS Research of the National Ministry of Health (Argentina). Business-plan development and economic, financial, impact and sustainability analysis. Negotiation with funders (15 US$ million) to create a Regional Centre in AIDS Research with the technical support of the “Luc Montagnier Foundation” (France).

Negotiation with funders (5 years-budget 75 US$ million) to create a disease national surveillance system with the technical support of the “Center for Disease Control” (USA).

• Program on health centers equipment of the National Ministry of Family and Health (Venezuela). Technical assistance to Venezuela United Nations Development Program in the management and controlling of international bids to furnish equipment to 330 health centers within the country (18 international bids and budget: 30 US$ million).

• Head of Human Resources at Buenos Aires City Audit Office. Strategic advice to the CFO. Setting-up of HR systems through the establishment of teams, the implementation of procedures and information systems, the organization management and the recruitment of 300 key senior officials.
