Frank ROWLAND

GENEVE

En résumé

I believe that constant self-assessment, a passion for learning and an open mind are the best tools for spotting new opportunities and staying ahead of the curve. The road most-travelled is just one option amongst many.

Some of the skills I've picked up over the years include systems and network administration, Active Directory, Windows and Exchange Server, Cisco networking products, DEC, IBM and HP server hardware, various flavors of Linux, technical documentation and multi-language support. I am a bilingual English (mother-tongue) and French speaker based in the Geneva region since the mid 1990's.

I have extensive experience working on and managing international projects, server/desktop/OS migrations, hardware roll-outs, web-application projects and solution design.

Travel and project experience in Eastern Europe, Central Asia and the CIS countries are also a part of my story.

  • International Road Transport Union - Senior Systems Engineer & Head of IT Infrastructure

Genève 1999 - 2012 Led the expansion of our legacy data centers into modern, state-of-the art server and network facilities. During this period we
undertook two major, enterprise-wide network, storage and server hardware upgrades, implemented WAN links and full upgrades of
branch office systems in Brussels, Moscow and Istanbul, and integrated Switzerland's first 1 GB MAN link between our two Geneva
offices (partnered with Swisscom, NCR and CISCO).

This global equipment pool provided users with reliable 99.999 % uptime for email, file/print, security and networking services. Much
of the credit for this success goes to my dedicated, hard-working in-house team and the strategic, well-negotiated, full-service
support contracts we established with our external service providers.

I also steered the development and deployment of two mission-critical business applications, IRU Academy Online (an online
training package and accreditation system) and Cutewise (a web-based solution for TIR document customs verification). This
included authoring of the initial design and software functional specifications, product enhancement and change requests, testing
and support and everything from high-level project management, to user group - developer communications down to bug-fix
    tracking.

During this period, I also pushed our organization from traditional back office platforms to modern application and hardware
standards such as triple-tier web app design and infrastructures, .NET Framework development, 3DES encryption technology,
security and IDS tools, VOIP telephony, wireless LANs, hardware firewalling and VLAN network architectures, server and desktop
virtualization (Hyper-V) and system monitoring projects (SCOM).

I also enjoyed managing, maintaining and migrating IRU customer-site server installations in 72 TIR countries. Our team performed
numerous hardware and software roll-outs for these sites with international partners (Microsoft, IBM; HP, NCR and CISCO). The
analysis, issue diagnosis, trouble-shooting and implementation of remote solutions and workarounds under sometimes challenging
local conditions required good documentation, project management, communication, and people skills. Collaborated with
international and local support technicians in diverse business and administrative environments.
  • International Road Transport Union - IT Consultant

Genève 1995 - 1999 Began the overhaul and replacement of the IRU's existing third-party IT solution with a modern, cost-effective infrastructure and
software platform. Delivered 30 upgraded installations within the UN-mandated deadline. Project success greatly depended on
effective collaboration with our UN mandate-authority, TIR business partners, and international suppliers. Guided the enterprise's
front- and back-office systems through a major OS migration and email implementation. Intensive migration testing in house and use
of external consultants for successful remote deployments and migrations. Managed external server deployments in 50 + countries.
Overall savings for the organization: 600 M CHF.
  • International Telecommunications Union - Programmer's Assistant

1995 - 1995 Provided user support, training, development and software documentation for the International Telecommunications Union. Attached
to the Telecom 95 Press Office (Information Support) before and during the Geneva-based Telecom 95 exhibition. Supported and
worked with Microsoft Office, SQL and MS-Access applications, created template designs for merge documents, fax broadcasts and
other information dissemination techniques. Supplied general PC hardware and software support for Press Office staff.
  • Digital Equipment Corporation - Freelance Consultant & Technical Author

1993 - 1995 Authored technical training and documentation for Digital Equipment Corporation's internal and external software applications.
Created French language user documentation and training for DECbank APSYS, a private-banking software application.
Maintained, tested and translated the accompanying SQL user interface (French/English).
