    2012 - 2014 I was responsible for the development and the implementation of the HSSE Integrated Management System for the project. My team was also responsible for providing direct HSSE support to South Stream for all Health, Safety, Security and Environmental (HSSE) related activities required for the South Stream Sub Sea Pipeline Project, during the offshore Survey, FEED, Gap Engineering and Preparation for Construction phases. My other main activities included;
    * Developing and supporting the implementation of INTECSEA / South Stream HSSE policies and procedures
    * Reviewing, commenting and approval of HSSE related contractual documentation
    * Manage the HSSE interfaces between INTECSEA and South Stream including meetings and site visits
    * Ensure that regular HSSE inspections were carried out, reported and followed up (visits to vessels and landfall sites).
    * Develop and support emergency response plans, and provide ``on call'' HSE support to the ERT
    * Lead incident investigations ;
    * Lead and participate in HAZOPs, HAZID's and risk assessments
    * Prepare and ensure appropriate and timely reports of HSE activities to South Stream management
    * Responsible for day to day operational HSSE support to the South Stream project, including, survey, engineering, procurement and project management.
    * Ensuring compliance of contractor companies with INTECSEA / South Stream health & Safety policies and procedures and relevant aspects of legislation.
    * Reviewing at regular intervals the performance and effectiveness of health and safety systems and equipment and recommend where necessary their replacement or upgrade in light of international guidelines and changing legislation.
    * Working with Management, Supervisors, Safety Representatives and all other personnel in the proactive promotion of an active health and safety culture

    2012 - 2012 LuFeng FSOU Upgrade, Mooring & Relocation Project, Shenzen,
    The LuFeng Scope of Work revolved around the supply of equipment and personnel for onshore and offshore engineering and installation works for the CNOOC LuFeng Field ``NanHaiShengKai'' (NHSK) FSOU Mooring Upgrade and Relocation Project in the South China Sea. The offshore phase of the project was divided into 6 campaigns. They were Mooring/Anchor Chain Installation and Tensioning, Mid Water Arch (MWA) and Clump Weight Installation, Flexible Riser Installation and Tie-In, NHSK Buoy Mooring Hook-Up, 6'' Riser Recovery & Tie-In &NHKT Buoy Mooring Hook-Up.
    My major responsibilities were
    * Writing the project specific HSE Plan (Offshore & Onshore) ;
    * Writing the project Quality Plan
    * Writing the Audit Plan
    * Developing the ER plan ;
    * Rolling out the above Plans to all contractors ;
    * Chairing HIRA Meetings for the start of each offshore campaign ;

    Jersey 2011 - 2011 Petrofac, HSE Lead, Shetland Gas Plant Project, Shetland Isles, UK.
    This project is the construction of a gas receiving and primary treatment plant in the north of Shetland for TOTAL. The plant is being built on a number of terraces carved out of a hillside. The Environmental issues and requirements are stringent. Control of water runoff is a major issue as is the preservation of the peat. Weather conditions can be extreme.
    My major responsibilities were:
    * Overseeing the production of a project HSE plan ;
    * Preparing the HSE reporting structure and KPI's ;
    * Writing the Audit plan ;
    * Overseeing the introduction of the D & A plan ;
    * Liaison with the TOTAL management team ;
  • Aker Solutions/Jacobs - Site HSSE Manager

    2010 - 2011 AkerSolutions/Jacobs Project HSSE Manager, Artenius MegaPTA (Purified Terephthalic Acid) Production Facility,
    This project involved the construction of a process plant that will produce 40% of the European demand for PTA. The work is being carried out to a compressed and accelerated program that has exhibited a great many HSE challenges. They include working on multi levels, 6 tower cranes interfacing with numerous wheeled mobile cranes, multiple heavy lifts up to350tons and the construction of high voltage sub stations within the site. All of these operations are further complicated by on-going civil works that include excavations in excess of 12 metres deep.
    My major responsibilities involved:
    * Reviewing and rewriting project HSE documentation to make it site specific ;
    * Creating, empowering and coaching a site safety team ;
    * Reviewing and advising on Contractor Safety documentation ;
    * Coaching Contractor management and HSE staff ;
    * Liaison with the Portuguese HSE authorities on behalf of the client ;
    * Project security ;
    My major accomplishments included
    * The project completed over 2.25 million man hours without an LTI.
    * Introduced a tailored Behavioural Safety system Setting up a PTW system
    * Set up the project PTW system ;

    2007 - 2008 MRP involved changing out suspect materials in a high hazard gas reinjection unit. The gas pressure was approx. 640 bar and H2S concentrations were around 6%. Temperatures ranged from -40c to +45c. With the exception of a 2 week field shutdown, all the work has been carried out on a live plant by a multi-ethnic workforce. Winter working posed a particular hazard. My major responsibilities involved:
    * Overseeing of contractor safety performance, ;
    * Safety coaching and mentoring of contractor staff, ;
    * Overseeing HSE performance in fabrication yards ;
    * Management of Change committees and meetings ;
    * HAZOP & HAZID meetings

    2004 - 2006 ) Baku-Cehan Pipeline. Project Value US $3 billion
    This project runs from Baku to Cehan (on the Mediterranean coast of Turkey.) My colleague and I constitute the safety coaching team for the Turkey section of this pipeline. The safety coaching team was brought into existence to back up the site SA's who were experiencing immense difficulties due to the inexperience of the EPC contractors and the unfamiliarity of Turkish contractors with BP/BTC safety standards.

    Main Responsibilities:
    * Visiting sites along the length of the pipeline and introducing the concept of western style safety management systems to the EPC management teams.
    * Training EPC and Main contractor H&S teams ;
    * Creating and running forums, workshops and seminars for middle & senior management on a variety of safety topics and behavioural safety techniques
    * Setting up of a behavioural safety pilot programme ;
    * Personal coaching. ;
    * Training and coaching contractor staff in BP safety techniques and systems. i.e. ASA, STOP, Golden Rules. ;
  • Nippon Stee - Project HSES Manager, Sakhalin EPC2 Pipeline

    2003 - 2004 This project runs from the Odoptu offshore well site, across northern Sakhalin, crosses the Tartar strait onto the mainland, then carries on down to Dekastri terminal. I was responsible for Project Health, Safety, Environment and Security departments including all relevant deliverables and documentation for both the offshore and offshore works. There are a number of unusual constraints to the works including the last known pods of Pacific Grey Whales, Stellar Sea Eagles, Arctic weather conditions, Salmon fisheries, earthquakes and typhoons. Russian safety standards and regulations are also sometimes unusual.

    Major responsibilities:
    * Setting up the HSES department for the project ;
    * Writing the Safety & Environmental management system from scratch. ;
    * Writing the emergency and health management plans ;
    * Hiring Russian Nationals to fill local HSES positions ;
    * Creating a training system to meet Exxon's standards ;
    * Management of diving contractors. ;
    * Introducing the concept of HIRA (Hazard Identification and Risk Analysis) to Nippon Steel and our Russian contractors.
    * Managing alignment between Exxon's HSES expectations and Nippon's concept.
    * Liaison between Client, Contractor and Government departments ;
  • Taiwan High Speed Rail Corporation - Asst. Safety Director, Contracts

    2001 - 2003 C291, C295, C296, Total Project Value US $14 billion
    The THSRC project consisted of more than 350km of high speed rail track built above grade from Taipei in the north to Kaohsiung in the south. At its highest point the track was 50 metres above grade. There were a number of major river crossings and 4 tunnels. The project was further complicated by being in one of the most earthquake prone areas in the world. There were also a number of cultural issues, including the moving of old graves.

    I was responsible for contracts C291, 295 & 296 which included the test track and terminus buildings which were a particularly high pressure part of the project.
  • Kvaerner Construction International - Project HSE Manager

    1999 - 2001 (0ffshore & onshore) Gujarat Chemical Handling Jetty, Dahej, India. Kvaerner Construction International. Project value $60,000,000
    This was a deep water chemical handling jetty project that extended 2 kilometres out to sea. It included 100km of pipelines from the jetty head to the chemical plant. The original jetty was demolished and the new construction was piled. The structure was mainly steel with a concrete top deck.

    The marine spread consisted of a jack up barge, diving spread, piling barges and supply vessels.

    The workforce were mainly inexperienced local Indian staff with very little knowledge or understanding of safety. I introduced the concept of a risk based safety management system to the project and invested a lot of time in educating the national safety officers in the practical application of the system. During my time on the project we reduced major and serious incidents to zero and had 1 Lost Time Incident compared to 4 deaths and 19 LTI's in the previous year
  • McConnell-Dowell - Project HSE Manager, Supsa Terminal Export Line and Offshore

    1997 - 1999 Facilities (Republic of Georgia) McConnell Dowell Middle East. Project value $ 140,000,000
    This project was the termination of the Western Route pipeline onto the Black Sea. This project consisted of 10 km of pipeline (5 km through swamp) from the terminal to Landfall and then a further 10 km of subsea pipeline out to a CALM Buoy. This involved dredging the beach approaches and subsequently recovering the pipeline, and connection to the CALM buoy by divers working in saturation diving conditions. The pipeline was laid using a pull barge.
    There were a number of unusual HSE features to this contract, the most immediate being the mutiny of various disaffected elements of the Georgian Army.
    The marine spread on this project consisted of a dredger, pull barge, saturation diving spread, jetting ROV, anchor handling tugs and supply vessels
