To ensure that activities are carried out in a safe manner and with minimal environmental impact and guarantee compliance with all appropriate standards and législations.
To act as a focal point for all project health, safety and environmental issues, providing support and advice, and ensuring that the project follows appropriate standards and législations.
Overall custodian, development and deployment, implementation and monitoring of the HSE Management System

Main Accountabilities and Responsibilities:
- Ensure that Zubair field is oprated in a safe manner and with minimal environmental impact and guaranteeing compliance with all appropriate standards and legislations.
- Provide overall HSE policy advice and implement HSE standards in the Zubair field
- Define and implement the HSE Policy and the HSE Management System;
- Promote the HSE management awareness;
- Manage the risks identified in the Risk Register throughout the mitigation actions identified in the appropriate studies;
- Prepare, implement, maintain and issue the HSE plan and continually monitor, update and communicate the plan;
- Ensure the HSE Plan is followed and that the responsibilities and accountabilities specified therein are adhered to;
- Support and endorse the results and the reccomendations of the safety design studies, environmental studies and ensure that the remedial actions to be implemented;
- Provide guidelines, advice and monitoring to help ensure that all personnel in the organization perform their duties in a manner which poses no health, safety or environment hazards to themselves or those around them, and to the required levels of quality.
- Cooperate with the Management and establish high but attainable HSE targets/goals
- Transfer the HSE operating requirements in design

09/09 - 04/10: HSE COORDINATOR CCU PROJECT TOTAL E&P YEMEN
Block 10 Kharir (Construction)

- Check application of Total Yemen & Total HSE Policy (directives, rules, specifications, procedures) on all construction workplace.
- Assist RSES for all HSE related matters – provide advices on rules, procedures, reference documents, adapted equipment and best practices.
- Participate in Works preparation and check that precautions are enforced.
- Participate to Work Permit system (advises, assistance to supervisors, precautions definition, site checks …).
- Elaborate the SIMOPS Safety Dossier and follow-up,
- Ensure strict application of Affiliate GP HSE 03.13 (Construction and production simultaneous operations),
- Promote HSE on site through dedicated Promotion Campaign.
- Keep HSE Manager fully informed of all HSE site issue.
- Administrate SIMOPS Incident reporting system as per Total Yemen procedure (write report; maintain files, follow-up actions and close-out of correctives actions).
- Leader of investigation Team.
- Manage the Action Track System regarding all SIMOPS related items
- Review all procedures done by the Contractor
- Take part in Job Safety Analysis preparation
- Lead/organize regular Safety Talks.
- Participates in the preparation of minor and major shutdowns with all other parties in order to optimize duration, sequences, resources, …
- Perform regular audits and inspection of operations and installations and update Action Track.
- Ensure that all safety materiel (including emergency one) is identified, registered and that Preventive Maintenance is performed as per either manufacturer instructions or specific Site instruction (frequency and procedures) and duly recorded through Maintenance software.
- Ensure that all Hazardous material are kept in proper conditions and safely used.
- Perform regular Task Observation to identify good and bad practices.
- Ensure coordination with Integrity Engineer with respect to regular lifting or gas cylinder inspections.
