    2005 - 2010 Drafting high-quality programme evaluation and monitoring reports for international donor agencies:
    - Rwanda National Statistical Systems - Provide technical advising to the National Institute of Statistics of Rwanda (NISR) and line ministries to develop the National Statistical System (NSS) – Term of References, data collection, management and dissemination methods and procedures, sampling frame, statistical capacity buildings and national and decentralised frameworks.
    - Decentralised local communities programme monitoring and evaluation and statistical systems - Provide technical advising to line ministries and local communities to formulate, develop and standardise socio-economic indicators from all institutional sectors with regard to education, health, water and sanitation, environment, infrastructure, demography, social protection including most vulnerable children and gender issues
    - National Strategies for the Development of Statistics and the Millennium Development Goals and the EDPRS (Economic Development and Poverty Reduction Strategy) - Assist the National Institute of Statistics to design and implement the Rwanda DevInfo database – legal institutionalisation, networking, mapping, capacity buildings in data collection, processing and management with DevInfo system and regular software such as MS Excel, MS Access – Lead the UN team to support the Government to formulate and develop socio-economic indicators and design the information system to track changes on EDPRS and MDGs.
    Planning and conceptualising multi-donor strategic frameworks for assistance, aid management and developing mechanisms for effective donor coordination:
    Lead the One UN Governance/Evidence based policy technical groupt. Assume the interim functions of the head of the UNICEF Strategic Planning, Research and Evaluation (SPRE) section.- Formulate and lead the UNICEF Evidence based policy making and social information system component work plan and budget.
    Provide technical assistance to the Ministry of Health/Monitoring and Evaluation Task Force to (1) design and implement the Health information system (HIS) at the national, decentralised and community levels and, (2) develop materials and tools for the Rwandan second health strategic sector policy (HSSP II).
    Provide technical support to the Government to conduct (1) the Knowledge Attitudes and Practices (KAP), (2) The Assessment Water and Sanitation infrastructure surveys - Technical support for the development of the Concept notes and the term of references, supervision of the survey - Clarification on the purpose of the survey and develop a detailed work plan for the period of the survey - Definition of the study population - Sampling and estimating the sample size - Data Collection and analysis - Quality Control - Mainstreaming the methodology of the survey - Desk review of existing data - Development and administration of the questionnaire - Focused group discussions – Individual in-depth interviews - Mainstreaming the research framework – inception report – preliminary report – final report – dissemination - Develop and monitor the budget of the studies.
    Facilitation, diplomatic, communication and team working skills - Development of Rwanda Statistical and Social Information System to track MDGs and EDPRS (Economic Development and Poverty Reduction Strategy) together with the DevInfo Support Group, New Delhi, India - More than 15 training workshops conducted in English language for about 300 UN, multi-donors and Government staff capacities strengthened on MDGs and national policy tracking with DevInfo – Statistical indicators formulation, qualitative and quantitative data collection, database design and management, data tabulation and analysis- Lead the UN team participating in the “One UN” Programme to design statistical indicators, collect common data and develop a web application system to share statistical information.
