Frederik worked in France, Egypt and UK before moving to Japan in 1997 as real estate Project Manager. In 1999 he joined Degremont (Suez), as Commissioning Manager for 3 years, for missions in United Arab Emirates, Iran, France and China (Baotou, Baoding, Dalian) and was then Contracts Manager for 2 years in China (Guangzhou, Beijing). Frederik joined Sogreah Consultants (Artelia) in 2004 based in Chongqing and worked as Project Manager of urban environmental projects financed by World Bank or Asian Development Bank. He moved to Shanghai in 2005 where he actively participated in the set-up of Sogreah (China) and was appointed Deputy General Manager.

In 2006, Frederik joined Bureau Veritas as Business Development Manager for China and in 2010 was promoted Director. Since 2014 he's a member of the Management Committee of Bureau Veritas (Greater China).

Frederik was member of the Executive Committee of European Union Chamber of Commerce in China (EUCCC) in 2015-2016 and Chair of EUCCC Environment Working Group in 2009-2016 (vice-chair in 2006-2008 and in 2014-2015). He has been board member of the EUCCC in Shanghai in 2012-2015 and Vice-Chairman of EUCCC in Shanghai in 2013-2014.

Frederik was elected from 2007 to 2016 in the board of French Chamber of Commerce in China (CCIFC) and was leading its Environment Working Group.

In September 2016, Frederik was promoted "Director, Sales & Marketing" and "Member of the Management Committee" of Bureau Veritas (France) for Greater Paris Area.

In November 2019, Frederik started a new position as « Programme Business Manager, Capital Projects & Asset Development » in KiwiRail, based in Auckland, New Zealand.

He is regularly invited as speaker or moderator for conferences with focus on sustainable development, green buildings, energy efficiency and real estate, as well as on doing business in China, Asia-Pacific and Europe.

Frederik holds a Master in Civil Engineering from ESTP-Cachan (France), a Master in Structural & Civil Engineering from Liverpool University (UK) and a MBA from CEIBS (China).

    > Analysis of Feasibility Studies, including Environmental Impact Analysis and Resettlement Action Plan.

    > Review of Preliminary and Final Designs; assist the Clients in the preparation of bid documents & specifications, and in the initial procurement.

  • Degremont (SUEZ Environment) - China - Protocol Contracts Manager

    2002 - 2003 based in Beijing (2003)
    based in Guangzhou / Canton (2002)

    Resident Manager responsible for successful implementation of all offshore funded contracts in China signed by Degrémont group subsidiaries world-wide (8 European subsidiaries and 1 North American).

    > Managing a team of three Chinese engineers and one assistant.

    > Organisation and co-ordination of sites and their Chinese and expatriate engineers: 5 to 10 sites simultaneously with an average of 3 Degrémont engineers/site.

    > Negotiations with Chinese clients, import-export companies, and banks:
    planning, contract amendments, contract completion, contract acceptance,…

    > Definition and implementation of guidelines for the execution of contracts in China. Support and advice to project managers in head office and subsidiaries. Quarterly activity report to head office.

    --> 32 contracts worth € 185 Million.
    --> Significant reduction of contracts execution duration.
    --> Obtaining 14 Final Acceptance Certificate (release of the last payment) and transfer to after sales service of 11 contracts.
    --> Negotiations to properly close contract after guarantee period with clients with savings up to 20% compare to the budget allowed on each contract.
  • Degremont (SUEZ Environment) - UAE, France, Iran, China - Commissioning Manager

    1999 - 2001 Degrémont representative on site and responsible for commissioning.

    > Managing the electrical, mechanical and automation tests, the process start-up and optimisation, the performance tests and signature of the Final Acceptance Certificate. Drafting of operating and maintenance manual. Handover of site to Client.
    > Managing expatriate and local engineers and technicians (electrical, mechanical, automation) and local equipment installation teams. Training of Client operators.

    Successful commissioning of the following water treatment plants:

    CHINA
    - Wastewater treatment plant of Dalian (120,000 m3/day): 1st compact plant in China
    in an urban environment (process: SEDIPAC® + BIOFOR®).
    - Drinking water plant of Baoding ( 270 000 m3/day) and Baotou (300,000 m3/day).

    FRANCE
    - Process water plant (nitrification) of the AVENTIS factory in Elbeuf – 4,000 m3/day.

    IRAN
    - Sea water filtration plant for TOTAL on Sirri island – 25,000 m3/day.

    FRANCE
    - Drinking water plant of the Alpes d’Huez town – 6,000 m3/day.

    United Arab Emirates
    - Wastewater treatment plant of LAFARGE cement factory in Rhas al Khaimah for TECHNIP.
  • French Foreign Affairs Ministry - Japan - Project Manager (of construction jobs in Japan)

    1997 - 1999 In charge of all construction projects financed by French government.

    > Drafting tendering documents, analysing bidding documents submitted, selecting local and foreign architects, design and construction companies.

    > Supervision of works: quality, security, schedule and budgets, until final acceptance of the works.

    * Innovative project for the French Embassy construction in Tokyo – 7,000 m2 – feasibility studies.
    * Paraseismic strengthening and refurbishment of the Cultural Institute of Kyoto – 1,600 m2 – studies.
    * New offices in Osaka – 620 m2 – 2.3 M FF.
    * Refurbishment works of Ambassador’s residence in Tokyo – 2 100 m2 – 2 M FF.
    * Paraseismic strengthening and refurbishment of the Cultural Institute in Tokyo – 500 m2 – 1.8 M FF.

    --> Successful execution and completion of the projects in 1998 at a cost 10% to 20% below budget, generating about 1 M FF savings for the State.
